Bad Weather & Bad Performance

The weather is bad, my mood is bad.
How can the boss is not playing the game by the rules and expect his staff to read his mind?
How can I evaluate the performance of the staff if he's not under my full supervision? How can I do the appraisal for my assistant if I don't know the procedure of doing the appraisal? How can I be fair to the staff if I did not talk to him before I make my comments?
